i think it's b/c jfen likes to base their fanworks more on the manga personalities, whereas wfen likes to base their stuff more on history. and the only glimpse of scotland's personality we've seen is him apparently picking on smaller, younger, pitiable little england.

likewise, it's always been a bit surprising to me how england's typically the evil pirate seme in the spuk fanart while spain is the hapless good guy uke. i mean granted england's certainly no angel, but spain is hardly purely a victim here, and his gold was also stolen from other nations. but i can understand that interpretation when we've seen nice, laid back spain getting robbed by scoundrelly england several times in canon, and we haven't seen anything of spain's rumored "dark side"
