Russia is really really cute when he likes someone. Even if it often goes horribly.

I love a lot of their canon interactions. How they met as children and Russia was a puny helpless little boy in the cold, who wouldn't even befriend anyone because he was too weak. And they both grew up to become strong countries, but Russia became the strongest of all and then shit happened centuries later. And despite all his cruelty towards him, Russia still likes Lithuania enough to tell him his dreams and does actually care for him (his behavior in the Out-sourcing was similar to a concerned parent, even if it...escalated). Lithuania can seem boring but he's really all Russia has wanted in a friend.

This has been talked about before, but people treating history like it's canon. History is a wonderful source of headcanons, but unless an event/theme has been shown in the actual strips, you can't say that character X would 100% think/feel/react a certain way.
