When people make Germany either constantly angry, constantly mellow, or someone who constantly works himself to death.
He's not really as angry as fandom can make him out to be. For instance, there's that strip where Japan dresses Berlitz up in clothing, and Germany doesn't react to it other than saying he doesn't mind.
Of course he's not very mellow either. To be fair, I mostly see that interpretation in fanfics where he's been in a relationship for some time. While I think it makes sense that Germany would mellow out a bit when he's in a longtime relationship, I think he'd still remain uptight about things.
And there are several times in canon where Germany doesn't act like a robot who thinks of nothing but finishing work. I'd say the panel where Germany decides that he's done enough work for the day and that he's taking a break is the most prominent example of that.
In general, I think some people in fandom like to flanderize the characters a bit too much.
