This article on the generosity of the Dutch Republic and what made it generous.
According to Teeuwen's thesis, in its Golden Age, the Dutch Republic was renowned as being the most generous country, together with the English!
Both England and the Dutch republic spent 2 to 3% of their gross national product on welfare, which is more than any other country apparently.
It's really interesting, hopefully her thesis gets translated to English. '3'
