Notice how local, Chinese activists themselves think some of the dogs were stolen. They don't literally break into peoples houses, but they round up strays in the street and loose pets get caught up too. Go look at the pictures, not all of those dogs are farmed dogs.

No, it doesn't happen here. Even birds are required to have a 13X9 inch space at least. Again, it's abysmal, but it is not China-level.

Medical care is also required for any sick animals, don't know why you think it wouldn't be. And again, there is a difference between being allowed to keep animals in close confinement and hitting them because they're annoying you.

I admit I can't find a number on that, but APHIS has 600-800 personal responsible for investigating reports and doing inspection(http://www.aphis.usda.gov/publications/aphis_general/2012/IES_process.pdf), not to mention OSHA and EPA inspections and regulations, plus you have welfare organizations like HSUS, ASPCA, and of course PETA keeping an eye on things. So yes, workers are punished.
