I don't know of any place where you pay specifically to see the fireworks, but a lot of fireworks are held in county parks/similar areas where you have to pay (it's usually something like 2-5 bucks per car) to get in. And even then, many people simply set up chairs/blankets outside the park where the fireworks can still be seen
