yeah, that's how I read it too - more of a "it feels more like a male than a female" without any positive or negative judgment implied either way, just a little bit awkwardly phrased, which makes sense if the person isn't a native speaker.
I wouldn't be surprised if some people in the Latin fandom had the "my country is TOO STRONG to be a female" opinion tho, people did in the past - but it's not just Latin fen, I remember the massive wanks with (very few, luckily) Hungarian fen about how Hungary can't be a woman because women are weak and Hungary is a warrior country and can't be weak, or the disgraceful story of those Polish fen whining about Poland being "too girly".
