I like the fanon of Russia having neck wounds much better when they look like this. Not ~lines of pink and white glistening across pale skin~ or whatever TCE said.

But I don't know...can scars/bruises/wounds look like that permanently?

in my experience, no. it's more likely to be pale or pinkish. that looks more like a bruise caused by someone choking him with a cord recently, which might be what the artist was going for.
