I imagine Russia has a crossdressing kink - he finds femininity and frills very attractive but sexually, he's more into men.

Aaaaand he wouldn't mind dressing in ladies' clothes himself. Not that he would ever admit this. Not even to himself. One of the reasons the April Fools 2011 Event embarrassed so much was that it turned him on.

I'd like to think England finds men in women's clothing to be hilarious (since it's so common in British comedy) and he wouldn't find it embarrassing, but the fanservice won't allow that.
