This is really a very, very simplified version of it-

1380: Denmark and Norway are united under the same crown due to inheritance.
1397: Kalmar Union. Denmark, Norway, and Sweden come under one crown, due to some crafty manoeuvring by Margaret I of Denmark. "Norway" in this case also includes Norway's dependencies (Iceland, Greenland, Faroes, Shetland and Orkney)
1523: Sweden completely breaks away from the Kalmar Union. Denmark and Norway (along with Norway's dependencies) remain united.
1536: Denmark formally annexes Norway, reducing Norway to the status of a province. As a result, Norway's dependencies come under control of the crown - and since the crown is in Denmark, that means Danish control.
1814: Norway is ceded to Sweden, and Iceland etc remains in Denmark's hands.

So... in Hetalia terms, there are a variety of ways to interpret that, I think.

Thank you, Anon! Do you have a headcanon for it?

While some people prefer to interpret Denmark and Norway's union as a marriage, I like to see it (and the Kalmar Union) as something more like an business partnership, albeit one where the parties involved don't have equal say.

So, it's less "Denmark stealing Iceland from Norway", or "Denmark marries Norway and Iceland comes along to live with them". It's more that they're brought together due to leadership and politics and have to work together no matter if Norway likes it or not. And he probably didn't like it one bit - I suspect he would've been very bitter about it.

The result is Norway (and Iceland) having to move in with Denmark (though I do think they wouldn't spend all of the time actually over at his place! Just some of the time), who's happy enough to have his best buddy and his little bro around, even if said best buddy is less than thrilled about it. And when Norway is formally annexed - Well, come on Nor, wipe that look off your face, it's for the best, ain't it? You can't get by on your own. Leave it to ol' Denmark, he'll see to it that you'll get on just fine!! And then suddenly (though not really so suddenly after all) Norway is gone and Denmark's left with the kids and oh... damn... Somehow even though Norway's been a quiet guy, it's awfully silent around here, and awkward with Iceland and all, and just - Man.

Argh, this is all very vague, sorry. In actuality, I haven't completely solidified my headcanon for this. But in general I do look at Denmark-Norway as a partnership that is unwanted, and which Norway can't break away from, but he tries to make it work by acting - as much as he can - as Denmark's partner. (By staying by his side and trying to make sure he doesn't get into too much trouble - and damn, does he ever get in a lot of it)
