Hnnng this. I picture Turkey topping everybody but Russia. In fact, there's no pairing that Russia is automatically considered the bottom in that I've ever seen. He's always the insta-top in every one of his pairings.

France/Russia
Japan/Russia
...Mongolia/Russia

There's a surprising amount of America/Russia alongside the Russia/America too. (though a lot of it is necrophilia for some reason)

There's a lot of historical basis for him being the bottom, but in fanworks it's super damn rare is what I meant. The FANDOM makes him the insta-top, not his actual history.

I was talking about the fandom, too. There's a lot of France/Russia stuff set during uh...Catherine the Great's rule (forgot the particular name of the period) where Russia is made completely harmless and naive and France teaches him how to have sex.
