Well I've been on since late 2010, so I don't know anything for sure, but from what I backread it looks like this:

2009-2010: Rapetruck!Russia was still common joke and kink fodder. (again, just going by screencaps and backreading with search terms)

2010-2011: I'd say he was most popular at this time, with many namefags being big fans of him. Going the opposite direction, "Russia is vanilla" was a common headcanon in the kink threads, as was "Russia is asexual." Loads of backlash against rapetruck!Russia and villainous Russia among the fandom as a whole, though it was still very widespread and didn't fade as quickly as rapist France. Also, chubbu.

2012: Hmmm. I don't think much changed from the last year, really, other than many of the said namefags left so he wasn't brought up as often. Then again, I didn't care about Russia as much at this time.

2013: This is where things changed with Russia. He got somewhat popular again, but this time we grew out the rapetruck-backlash phase. We acknowledge and embrace him as an asshole. But the same can be said about many characters. Spain, for example.
