I could see them getting distracted easily if the person isn't holding their attention. Like stroking and nibbling and rubbing and then "ooo, I hear something outside!" and skittering off to do something else.

With Germany? Oh definitely. Probably also with people who give them more attention, like America or fem!Prussia.
