Well, I think some of its restrictions might not be *passport* restrictions. Like, the US government doesn't want its people going to Cuba, so you can't buy any plane tickets from the US to Cuba or anything. But Cuba doesn't mind US people visiting, so you can buy a ticket from US to Canada and then make a separate purchase in Canada of a Canada to Cuba ticket and Cuba will happily let you in with a US passport.
Maybe it's like that for other countries too.
