That date is based on documents about the trade and the fortress Luxembourg got it's name from.

(Because that's basically what happened, a count traded with a monastery some land
and got that part with the remains of a fortress or tower on it and rebuilt and extended it
and it got turned from an independent fief into a duchy around 400 years later.)

But Belgium and Netherlands as characters can still be older if they represented people in that area before,
like Belgium = Flanders, since nations in Hetalia canon can live under different names and change over time.
