my guess is either very odd personal choice of the maker or a mistake. when you boil syrup there are specific temperatures you get to in order to achieve the desired final hardness or softness. you need a tool called a sugar thermometer to check that it's at the right level for the type of candy you are trying to make. it's easy for a home chef to screw it up, and i assume some smaller businesses that are making batches of product by hand might too. i'm sure if it's a larger scale commercial enterprise there'd be ways to ensure the hardness level is always standard.
