A few things!!

Candy apples were originally never meant to be eaten, the confectioner credited with creating the trend was using the apples to display his new bright red cinnamon candies by coating them in the candy glaze to catch people's eye on the storefront. But people wanted the apples instead and a trend was born. So the hard sugar glaze coating dates back to the fact that they weren't originally designed with 'easy to eat' on the mind.

The coating is supposed to be hard! Which is why candy apples have a reputation for being a pain in the butt to eat. If the coating isn't hard, it's because the sugar didn't get hot enough during the cooking process AND/OR the place where the candy apples were made was too humid. This will prevent the candy coating from hardening, instead it will be tacky/gummy.

Or as someone said, it could be an intentional choice on part of the manufacturer to make them easier to eat, perhaps to avoid consumer lawsuits if someone hurts a tooth or whatnot...
