I-If coming by to enjoy a meal from the kitchen, Luxembourg-san is, of course, allowed,
as the premises are open to everyone, including any Nations passing through,
However, perhaps, Luxembourg-san should announce himself by name, next time---

This building is not exactly "off-limits", but,
Typically, I prefer to be assisting whoever needs to use it... { It's Kiku's spare stock so.... }

There are preferable limitations as to how much can be taken at once from this room.
