Mmmh, there are some that probably haven't even been issued yet and a ton of other special cases, (like Switzerland probably personally shoots whoever tries to even think about a Liechtenstein card, and the Italies don't have official ones because they're still virgins for the Pope but they totally have a ton of unofficial ones in circulation) but between the legit ones that are surely in circulation...I want to say Japan and America. Maybe Germany.

The Vatican (another unofficial one) isn't as rare as he would like you to believe. Same for England.
