i'd say go with far future, and also consider that if you set this far enough into the future, you could explain humans being able to overpower nation personifications (and having different morality and/or lack of respect toward nation personifications) with technological advancements. what if it's a future in which nations are significantly weaker because the very idea of nationhood is weaker? think those scifi tropes of having the entire planet united under one (usually dystopian) empire. what if it's a future in which humans keep their nation-tans under extremely strict controls and coerce them into relations with each other under the belief that this seals a union, settles a conflict, prevents conflicts, or stimulates the economy?
as this is a kinkfic, honestly the outlandishness of the setup does not matter so much as it otherwise might in a 100% serious fic.
