Maybe? And they've got eyes, that's kind of a first. Just. Staring. Always staring. They look kind of sad, to me, oddly. Then again, the ghosts looked sad right up until they started shattering peoples' heads and sucking the life out of things...

Well... it did look like there was SOMETHING under the water. Something to be wary of. But who knows. I'll just strap myself in and go along for the ride. ;V (Poor folks really could use a break though, I mean seriously, what a mess.)

YEAH you're right, they do look kind of sad and pathetic. ...But again, the ghosts. Who people even made sad fanwork about. xD And then... creepy nightmares so. Can't ever be sure with this canon. (And I love that.)
